`Dart: Collect Diagnostic Information` runs `flutter doctor` even in non-flutter project

To Reproduce
Steps to reproduce the behavior:

1. Open a plain dart project
2. Call "Dart: Collect Diagnostic Information"
3. A loader with the "running flutter doctor" text will be displayed

Expected behavior
flutter doctor is not called
