[RHEL/Amazon Linux] Add service provider hint for Agent 6 and upstart #518

On RHEL 6 and Amazon Linux < 2.0, Chef uses sysVinit as the service provider.

This works fine for Agent 5 since it ships a sysVinit-style script, but not anymore for Agent 6. For Agent 6 let's explicitly pass the upstart provider to the service resource on these platforms.
