Add automation for release

What does this PR do?

This adds a script to start automating some parts of the release.

Motivation

I made several mistakes releasing this layer, so I felt we were missing some automation to help me stop making mistakes.

Testing Guidelines

I manually tested this, but Ideally I can verify that it looks good with a real change
