Add manpage for ratt and support for limiting reverse dependency depth - #30

Conversation
Adds docs/ratt.rst with usage, options, and examples for ratt. It can be converted to ratt.1 using rst2man
This commit introduces two new options to control the reverse dependency closure used by dose-ceve. The `-rdeps-depth` allows setting the maximum depth for reverse dependency resolution. The `-direct-rdeps` acts as a shortcut for `-rdeps-depth=2`, limiting the analysis to direct reverse build-dependencies only. Also, the manpage was updated to document these new options
