Create a proper .msi installer for Windows #196

Currently, the Windows 10 version is installed/uninstalled by means of a pair of powershell scripts available in the Karen bootloader repo:

https://github.com/Difegue/Karen/blob/master/Karen/Karen-Uninstaller.ps1

Switching those for a proper .msi, using InnoSetup for instance, would make for a better and more professional-looking Windows release.
(This would also imply switching the github action that builds the Windows package to a windows server environment, but I'll deal with that when it comes)
