SOLR spout - reuse nextFetchDate? #622

Similar to #614 but for SOLR. Instead of filtering on docs with a nextFetchDate <= NOW, either reuse the previous date if it it returned any docs.

Also fixes a bug as we were running the paging while setting a new date everytime.
