Application open/close timezone

There is some mismatch between the "Now" being filled in the application form for the start and end date with the timezone being set in the database. Probably it is using one timezone to set the "Now" and another one to check if the start/end time has passed.

Since we received a few emails about that, I've looked at this issue: the problem is that we never ask for the user timezone. now entered by the user is considered as UTC, even if their timezone is not UTC.
So, if they enter 6PM, the form will be open when the server reaches 6PM.
I'll see what I can do to fix this.
