Set up a VPN to allow access to the DoES network #1075

Our Unifi hardware should be able to do this, some links for when I get around to it:

We would need to have user accounts for each person that had VPN access, it requires a RADIUS server, we can consider having this as a centralised service like we've been considering for #670 but I might implement a temporary solution to allow access sooner.

Relies on #817 too as we can't currently expose ports.

The new IP addresses are due to be setup on 7th May 6-7pm. During this time there will be some network downtime but hopefully it will be minimal. Following this we can look at getting VPN access setup although not sure exactly when that will happen.

I've got this working for myself, to give other people access would require having a user database of some sort. The unifi controller can offer that itself and I'll probably use that to allow a few people to have access but it will be much better once we have that as a proper centralised user database.
