Use docker-compose for deploying robochallenge #1268

My ideas are that it would be easy for anyone from does to redeploy the robochallenge discourse forum with a single command:

docker-compose up -d

if we provided backups of the database with password protection on the releases page of the robochallenge repository on the DoES Github. I originally thought of this in #1187 however it turned out to be a bigger task than I imagined. So I've created this separate issue such that I can close the old one which had an unrelated title.

This issue has one task:

  • Use docker-compose instead of the discourse deployment solution so that it's more maintainable, and its source can be put on the Github here.
