Update the CNC Router wiki and reconsolidate the issues #986

The page here is woefully out of date, with regards to details, capabilities and working practices.

There's a lot of interest in this kit, so it would be useful to have some accurate FAQs at the top about what it can cut and how to do it.

I think we can consolidate and close down this repo:
https://github.com/DoESLiverpool/CNCStep/issues

We've already got a label for this machine in the main somebody-should repository:
https://github.com/DoESLiverpool/somebody-should/labels/Tool%3A%20CNC%20Mill%20-%20Kinetic%20NC

There's not enough chatter to warrant making entirely separate channels/repositories for the machine issues. There's a tradeoff between losing track of where issues have been filed, vs people not involved in the machine seeing the few machine issues that do occur in the main feed, and liking to see activity.

Done this. (sorry about removing pics, but they weren't helping).
Now need to fill out the sections that are somewhat thin on info.
