Does Windows have a scare screen for "sideloading"?

It says Windows does not have a scare screen for sideloading. But is this a scare screen?

Hmm, you may be on to something here. According to this, there are multiple ways that developers can build trust with SmartScreen, including submitting your builds to Microsoft for an automated malware scan; you don't necessarily have to buy a code signing certificate. But smaller developers are definitely at a disadvantage. Might change Windows from a "No" to a "0-1", as in sometimes the SmartScreen popup appears and sometimes it doesn't.
