[Feature request]: Update Logic to handle SCCM Cert changes with MCS #389

Is your feature request related to a problem? Please describe.
Today, BIS-F handles SCCM cert cleanse on prep phase.
MCS with VDA 2311 onwards handles this natively via ImagePrep and will have an issue if this process is already handled during BIS-F Prep
Describe the solution you'd like
Detect VDA versions less than 2311 -> No change
If VDA is newer -> do not handle SCCM cleanups
Describe alternatives you've considered
Disable SCCM cleans as an option in BIS-F
