From @fangludi
Citrix App Layering will delete C:\Windows\Logs folder when you finalize the layer and this folder won't be created immediately (or you can wait a few hours to let this folder automatically created by OS) when you start up the packaging machine or target device next time, however, BIS-F personalization script needs this folder to generate log files when the server starts up. Even if you relocate the BIS-F log folder to another location such as Write Cache drive, it still needs to create temp log file in this folder. So please add a feature to automatically create C:\Windows\Logs folder if it does not exist.
