The proper preprocessor directive is added to the compilation of mpas-ocean so that timing information will be recorded in ESMF_Profile.summary by default.

This is a one line change to turn on the timers in this component by default. There is a similar pull request for mpas-seaice |

Enable ESMF timers to be output to ESMF_Profile.summary file by adding the MPAS_PERF_MOD_TIMERS build flag.
