Event movement speed/acceleration is too high #762

This event's movement speed gets increase every few seconds (when the creepy laughing sound is played)
In RPG_RT you can easily walk away, even after a few increments: https://youtu.be/TdQHQ4Dvv8U?t=56s
In Player, it achieves breakneck speed (using test-play mode to stay out of it's way: http://p.f4ke.de/4LYu9eXWbo-flow-breakneck-speed.webm
