Fix incorrect timer value (too high by one) shown on first frame.
This fixes the flickering clock (which uses a timer) in Celestial Silfade Story (シルフェイド幻想譚).

…o fix Smashbros but in the meanwhile the scrolling doesn't need this workaround anymore.

Removing this fixes a hang in the custom battle system of Celestial Silfade Story (シルフェイド幻想譚).
