A spectrum is needed, either here or in PATO. Important for axiomatisation.

Technically this first under

ENVO:01000203 ! environmental condition *** [DEF: "An environmental
condition is a range of a determinate quality or combination of
qualities that are present in an environmental system."]

but it would sound very odd

I am leaning towards keeping this in PATO however. It should probably be
connected to an ENVO process
