An IC3-Foods conference attendee raised with me that these various forms of manure aren't really considered agricultural "waste" material, they are usually a resource. Simply being agnostic about its value, can we just move "animal manure" over to sit under "organic material"?

Yes, this makes sense and was also raised by #320 and #348
We're getting into how to handle the semantics of waste, as this suggests some sort of planned or otherwise specified outcome (i.e. desired outputs).
