Synonyms used by GAZ

Most of the strings used by GAZ correspond to labels or exact syns in ENVO.

The following table shows strings used in GAZ and their closest match in ENVO, 
a non-exact syn. Some are fine, some not.

Columns:

1-2. ENVO ID and Label of closest match
3. String used in GAZ

For each row, the action should be one of:

 * promote syn to EXACT
 * Add a new class to ENVO (e.g. village?)
 * leave as is (GAZ string is possibly inherently ambiguous, maybe fix in GAZ)
