The surface ENVO:00010504 class seems more like a topological concept. Seems to 
be an orphan too.

This class should probably be obsoleted and something more concrete like 
"surface water" created.

Resolved with surface layer semantics, refering to the actual material layer of arbitrary thickness but coincident with an entity's topological surface.
