Many CSS frameworks use z-index extensively for toolbars and the like. 1000 seems to be the "normal" z-index for this stuff thus hiding the profiler corner. Unless you know what you are looking for this is very hard to debug. This patch sets a unreasonable high z-index (10001) in the hope to be rendered above everything else.
Using config.py to hold installation specific configuration basically makes it impossible to use the public repository in an application (e.g. via `git submodule`). Since AppEngine comes with a decent configuration mechanism described in http://code.google.com/appengine/docs/python/tools/appengineconfig.html this patch allows to use `appengine_config.py` for all configuration but still stays backward compatible to the old `config.py` setup. The patch also updated the README.
