Related to #1480

Also prevent projections from being expired if they have not had a chance to load their persisted state yet. As the default ProjectionMode is Transient, this was what was causing continuous projections to be deleted when they took more than 5 minutes to start up.

But deleting the projection in those cases makes it much harder to recover!
