Empty State on Field Groups Bug

There is a bug with empty states on field groups. Where using the filters can result in the appearance that all fields not assigned to a group are in an empty group.

Steps to replicate

1. Create 2 fields (don't assign to a field group)
2. Create 2 field groups with no fields in them
3. Delete the first field group
4. Filter by field group on fields page to view fields in your single remaining empty group
5. Use filter dropdown to select the empty field group (this is where you will see all un-assigned fields)
