Categories tab shows empty alert when no category groups assigned #3331

How To Reproduce
Steps to reproduce the behavior:

Create channel with no category groups assigned
Start creating new entry in that channel
Go to Categories tab

Only happens in EE7, EE6 is correctly rendering the alert text in that place

This appears to be styling issue, as the text is present, but not visible for whatever reason:
