File field can as uploadable even when user doesn't have permission to access File Manager #3858

So a non-superadmin who has permission to post to a channel but does not have permission to access the file manager (via Roles settings) can see a file field as uploadable. But if they try to upload, they get a permission error and if they try to select an existing file, they get a blank modal.
We need to show the usual 'you don't have permission to upload to this file'.
