Member Role with 'Security Lock' enabled doesn't let Super Admins approve pending members #4148

Description

Description of the problem
A client reported an issue with pending members, and they were seeing an error as follows when they attempted to approve pending users.
image

The member role had 'security lock' enabled. As per the description, the super admin should be the ONLY member role that is able to approve the member, however the error shows up when a super admin tries.

How To Reproduce
Steps to reproduce the behavior:

  1. Set a member role with 'security lock' enabled
  2. Register as a member in this group
  3. Login as super admin, and go to pending members screen.
  4. Click on the 'approve' checkmark
  5. Error message shows

Error Messages
Unable to activate [email]. The member role [member role] is locked.

Environment Details:

  • Version: EE 7.4.1
  • PHP Version 8.2.17

Possible Solution
Uncheck the security lock toggle on the member role.

Additional context
This is a bug, from what I can tell, but there is also a big gap in documentation for editing member roles. I added a separate but very related issue to the user-guide:
ExpressionEngine/ExpressionEngine-User-Guide#827
