TTT: Call PlayerLoadout as hook #1323

Useful for addons that want to block loadouts or something like this.
But maybe not necessary.

Why not use hook.Run()? That way, you don't have to hook onto the global variable GAMEMODE when running the hook.

There is no big difference.
That way I pass the Gamemode Table as argument. And hook.Run() passes gmod.GetGamemode() as second argument.
