Display MOVE TO More [+] dropdown in open state upon sequence load if SPEED is any value other than 100

Expected Behavior

The More [+] dropdown in MOVE TO commands should load in an open state when any offsets are non-zero OR when speed is any value other than 100.

Actual Behavior

It opens in an open state for non-zero offsets, but not if all offsets are zero and speed is something other than 100.

Steps to Reproduce

Make a sequence with a MOVE TO command. Open up the More [+] dropdown and change speed to 50. Save the sequence and refresh the page. Observe the dropdown loads in a closed state.
