Problem with UNICODE collations from fbintl when using system ICU [CORE1446] #1864

Due to incorrect function declaration, a http://fbintl.so symbol was not being exported.

This causes UNICODE collations (TIS620_UNICODE, GBK_UNICODE) to not work when FB was built with --with-system-icu and system ICU version is <> 3.0.
