Allow the Classic Server to see the altered stored procedure immediately after the modifier transaction commit [CORE2052] #2488

Classic Server (unlike SuperServer) connections were never able to see procedure modifications performed by concurrent connections. This improvement is intended to sync the CS/SS behavior in this regard and allow the newly prepared statements to always deal with the up-to-date procedure code.
