Cursor not found error when using legacy API [CORE4394] #4716

Bug was reported to me privately by Adriano. Due to delayed openCursor call in legacy API emulation code cursor gets opened (and gets name) only when isc_dsql_fetch() is executed. This makes test FB_SQL_2 (fbtcs) fail.
