The ISQL command SHOW SYSTEM should list the system packages (i.e. RDB$TIME_ZONE_UTIL) and its functions and procedures.

The command would also need to support SHOW SYS[TEM] PACKAGE[S], and maybe enhance SHOW SYS[TEM] FUNC[TIONS] to show system functions in system packages, and add SHOW SYS[TEM] PROC[EDURES] to show system procedures and system procedures in system packages.
