Rewrite encoding definition to pure Java to remove JAXB dependency + remove use of DatatypeConverter. It looks like JAXB will be removed from future Java SE versions (the java.xml.bind module is deprecated in Java 9). See also https://bugs.openjdk.java.net/browse/JDK-8174728

Removed XML definition in favor of in-code definition. Replaced use of javax.xml.bind.DatatypeConverter with utility class.
