v3.0.x: cherry-pick module/site symlink packaging changes from 4.0.x #1859

This simply cherry-picks the changes top the mods-enabled / sites-enabled symlink packaging from v4.0.x, to hopefully stop module/site configuration being overwritten on each package upgrade.
