Cannot get new or old Steam achievements to sync

Describe the bug
Steam achievements are not syncing with GoG Galaxy, even new ones unlocked during gameplay and some old ones are not showing up at all.

I've tried uninstalling gog galaxy, unlinking from steam and then re-adding it as well as deleting the plugin twice with no success. Tried changing profile settings to public in case that was affecting the sync but no change.

Expected behavior
When pressing the sync button all the new steam achievements should show up, while the old ones should be added as soon as the games show up.

Edit: some achievements from 7 years ago show but nothing earned this year.
