When touching a message on moderation view on a touch screen, it brings up the moderation panel and immediately moderates the message.

It should stop after showing the moderation panel and require a second touch to apply a moderation action

Need to think through this one... when touching a content card, we can show the two moderation action buttons.

How do we cancel moderation without applying an action? Touch somewhere else on screen?
