It would be nice to eventually have a loadable module system similar to ZNC, for features that don't belong in core teleirc.

I was just going to suggest that. I was thinking it would be nice to create a bot to integrate with Launchpad, but it would be so much easier to just make a plugin for TeleIRC, as you wouldn't have to recreate its ability to deal well with both Telegram AND IRC.
