Whitelist autocomplete and autocapitalize attributes.
These appear on <textarea> and <input> elements.

Mozilla marks them experimental, autocomplete is
widely supported per
    http://caniuse.com/#search=autocomplete

Fyrd/caniuse#1729
talks about autocapitalize being widely documented
if not yet standard.
Tested:
Ran package and presubmit tests.
