JIRA: https://issues.gpii.net/browse/GPII-3424

One part of this JIRA is to improve the GPII testing framework to ensure a test sequence only starts when the initial "noUser" key in on the system start has completed. However, with the fix of this bug, this change is no longer needed. The keyin and keyout of the initial "noUser" will be handled properly with the execution of a test sequence.
