Sustainable IT Procurement Lexicon (Version 1.0)

Introduction

Federal IT, facilities, procurement, and sustainability professionals have expressed a need for:

  • Concise, centralized information about how to procure sustainable information technology (IT) products and services.
  • Real world examples on how to systematically incorporate and integrate sustainable IT products and services.

The purpose of the Sustainable IT Procurement Lexicon is to propose common standards across government, industry, and academia on sustainable IT acquisition nomenclature, as demonstrated through sustainable data centers. It provides a standard lexicon of 54 procurement terms and associated recommendations for sustainable IT products and services across power production, power consumption, people, processes, and materials, with the overarching aims to maximize environmental, economic, and social benefits as a result of data center operations, and to minimize adverse impacts across these domains. Importantly, this effort is not intended to be exhaustive. Rather, it highlights key and common terms, recommendations, authorities, and resources that federal agencies can leverage for sustainable IT procurements.

The terms are enumerated as follows:

  • Power Production: 1 to 15
  • Power Consumption: 16 to 19
  • People: 20 to 27
  • Process: 28 to 45
  • Material: 46 to 54

Prerequisites

The Sustainable IT Procurement Lexicon is a spreadsheet and best viewed in spreadsheet software. Because it has multiple sheets and is designed for sorting and filtering, it is intended to be downloaded rather than viewed in GitHub directly.

Usage

The lexicon contains three sheets:

  • By Term to allow for interpretation by lexicon term
  • By Authority to allow for interpretation of terms according to pertinent federal statute, regulation, policy, guidance, and so forth
  • Crosswalk to ease interpretation of coverage of different lexicon terms by corresponding federal authority

The By Term sheet consists of 11 columns.

The Crosswalk sheet provides the 54 lexicon terms along the columns and the authorities along the rows. By filtering a given term for "1," the user can see the relevant authorities for that term, each with corresponding hyperlinks.
