Document workflow to edit data.json

1. Spin up Catalog-app following README or minimally with these commands/steps *if you already have installed docker/docker-compose

git clone http://github.com/gsa/catalog-app
cd catalog-app
docker-compose up
docker-compose run app /bin/bash
ckan sysadmin add user

Then login with created user from web browser @ http://localhost/user/login -> Add org -> Add harvest source -> run harvest -> edit individual records -> redownload data.json

Concept

1. Harvest/Import current data.json file
2. Resolve errors and/or Edit individual entities in CKAN
3. Go to `http://localhost/data.json and download updated/cleaned data.json file ready for hosting
