Distinguish non-federal data within dataset metadata #492

Currently, the only way to identify what kind of source a dataset is from (Federal, City, County State, etc) is to look at the extra fields of the organization, but it would be much more helpful to be able to search and filter for this with the API at the dataset level.

At a minimum, I'd recommend each non-federal source has an extra field at the dataset that simply makes it clear it's non-federal, eg:

{
    "key": "non-federal",
    "value": true
}

But it would also be helpful to see the source type, eg:

{
    "key": "organization_type",
    "value": "City Government"
}

Though I suppose, you could also accomplish both with just one extra.
