Seeing the raw data behind performance.gov goals would be helpful for transparency. Data.gov is the logical place to facilitate this when it is relevant [(beta).usaspending.gov and other sites might be more relevant in other cases]

The CAP goal leaders could also have responsibilities that include instructing agencies to apply the correct tag or theme to the data as part of their agency's data.json. The Data.gov team could provide a template [steps including a timeline in setting up a theme, and generic language on how to update theme and tag fields in their agency's data.json, as well as a Help Desk info) to PPM that could be customized for each relevant CAP goal.
