refactor(core): move curl check to main file #3740

Move the curl check from the module to the main file to be sure it can be used at all.

Type of change

  • Bug fix (a change which fixes an issue).
  • New feature (change which adds functionality).
  • New Server (new server added).
  • Refactor (restructures existing code).
  • Comment update (typo, spelling, explanation, examples, etc).
