Discover proposed database architecture and usage intent.
Remove anything deprecated between PHP5 and PHP7.
Create bare bones data set for testing.

Need to create a template page for Register. Will likely base it off of the Index/Login template(s).

Are menus the bare minimum data for the UI to function?
Why isn't the data relational? Fix this.
