PostFX presets do not reset between missions #806

Reproduce: run Full template, open Empty Terrain. Eye-hurtingly bright. Exit level and load Outpost. Grim and dark. Exit level and re-load Empty Terrain. Grim and dark. For extra fun, go into the water in Outpost and exit while submerged. Caustics everywhere.

Research: default settings are already applied, apparently, but they don't seem useful. Contrast to outpost postfx preset, which includes variables like

$PostFXManager::Settings::EnableDOF = "1";
