Underwater fog/caustics/turbulence effects don't disappear when they should #841

Originally mentioned in #806. Reproduce this issue by

  • Loading a mission with water
  • Going underwater so the effects appear
    • Deleting the water object, if it is the only one in the level
    • Exiting the mission and loading another mission - the effects will remain enabled

Problem is caused because WaterObject is responsible for updating the effect, and cannot respond to events appropriately. See updateUnderwaterEffect.

Also, possibly revise the system so the effect name doesn't have to be hardcoded into the source.
