add a float parser that does not use recognize_float #840

the recognize_float method provides a nice way to get exactly the input slice containing a float number, and we can then call the standard lib's parse() function on it. Unfortunately, the performance is not great, because we would do two passes on that input slice.

A better (but probably harder to write) solution would construct the f32 or f64 as the bytes are parsed.
