Right now every applet implements its own strobe generator, which is error-prone, only works for fclk < fsys*2 (and sometimes even fsys*3), doesn't do nice debug output, uses the frequency hardcoded in the bitstream, and has other irritating issues. This needs to be factored out and reused.
