Implemented ranged report generation for budget report (budget.scm) #2

User can build budget report on selected periods instead on all of them.

Not included periods can be "folded" as a columns with summed values.
To support report settings saving and range 'types' can be used instead of exact period numbers (available choices are first, last, current, previous, next)

Options menu and report generation are fully functional, new translations are not inserted into pom files

Since it's a new feature and has a bunch of new strings, I'd like to defer this until after we branch 2.6 in early April.

Don't worry about inserting the new strings into the pot files, that's done automatically.

Could you also do a patch to the Help manual explaining how to use the revised report?

Yes, next door in gnucash-docs; I think the file you want is Help_ch_Reports.xml.

You might find this wiki article helpful, though it needs to be updated for git.

It seems that there is no any description for this report at all. Next week I'll try to add description of it to help part of the documents and may be to the tutorial one
